They're twins. There are no parents in the picture at all (mother walked out years ago, father's an abusive drunken workaholic who is never home), and as far as I know I'm the only one who knows about this. The sister told me, she sounded thrilled. Should I stop this? If so, How? Who do I talk to?

Ok, first off, are they just sleeping, or is anything going on. I admit, at certain ages, brother and sister shouldnt sleep together. Knowing they are twins, and certain bonds go along with that, it could just be a security type thing, being left alone, and scared.
It could also be a story made up by the sister for attention.
If anything is going on, then you should talk to your mother and see how you should handle it. If you are unable to do that, then a trusted teacher, or school counselor. (Any adult, your doctor even.) They will be able to point you in the right direction.
This definately should not be allowed to go on, as there could be consequences. Not good ones either.

A few things.
1. You (specifically) can't stop it.
2. The best you could do is report it to the police or if under 18 family services.
3. You talk to people who are in greater authority than yourself. Such as your parents or the Police, or DFS.

Brother/Sister sex acts are illegal in ALL states.

Whoa! permit's positioned it this type, I surely have had some very unusual issues pronounced/performed through my older sister, yet I surely have continuously held the perception she has psychological subjects. as a result, and distinctly as a Christian female, i choose for to forget them.
