Call your city animal control. They will come catch the animal and if he/she has a license, they will call the owner, go over cite them and check to see if why the dog is getting out and order them to fix the problem. I know because in another city that I used to live in a accidently hit a dog that was out and the people that heard the accident called animal control, told me that I was NOT at fault, so did the animal control officer, who called the owners and explained that one of their dog had been killed with a vehicle because they were running loose. I felt horrible about the dog dying, but if the owners had been more responsible they would never have had to receive that phone call.

Do you live in the country? A lot of folks move into the country then complain about how things are. I live in the country and my dogs run loose. They come home, are fed, but run and are healthier for it. We live in dirt roads and they love spending time in my horse pasture. Is this the kind of environment your neighbor's dogs have? If so, butt out. If not, and you live in an area where there is a leash law, then call an animal control officer.

Call the authorities. Repeat. Some agencies won't make a big deal the first few times, but usually after the 3rd offense the fines increase and/or the animal is confiscated (which sounds like might be in the best interest of the poor thing).
Check with your city to find out which agency you should contact in this case.

If this keeps happening, then call the animal control people.
They'll handle your neighbors, either by telling them to take better care of their dog or by finding the dog a better home.

Are you sure they don't care, or are they unaware that their dog is loose? If you're sure they aren't caring for the dog, then it could be abuse. I would talk to them about it, and if they seem unconcerned, then you can call Animal Control, The Aspca, and the police, and report it. Before you make any calls though, be sure, because they can get in serious trouble.

Are they out there with the dog? If not take it to animal control so they learn a lesson or put it in your backyard if you can cetch and call animal control about a loose dog so they can come get it. I'm sure there is a leash law in your area.

Call the police department. Most places have a leash law.. Explain the situation. They will get warned. And then fined. And if it comes down to it.. They can have their dog taken away. You just have to be a good informant.

Call the cops. Dogs aren't allowed to run around without leashes on. Make sure you tell the cops how often this happens.

You should report them and call your local animal humane society so that they can come and take the dog away, put him up for adoption and hopefully someone with better responsibility will take care of it.
