No, I never heard of that anywhere before! Where did you hear it?
Are you sure you didn't hear it from someone whose fantasizing things often and reading lots of fiction novels/comic books?!
It's a weird question, but I wanted to answer it...
I personally think it's unlikely, because that's kind of a taboo since it would be considered as incest. In addition, lots of Japanese kids nowadays don't spend much time with their parents, because they are studying after school by going to special classes, and come back really late. Plus, there are more moms who are probably housewives, but they also go out with other mothers, away from home during the day, or they work.
I'm Japanese, and as long as I lived in Japan, I've never heard of it. I have a brother, but my mom never did that! That's disgusting! I mean, moms do encourage their sons to study, but not that way! Some moms would give their children a drink while their kids are studying and stuff, but not encourage them by touching their kids!

Your question is interesting and you raise several good points. I'm with you on the point that if they are old enough to ask questions about sex, they are old enough to get the answers. And though porn sites may be pretty instructive, it is certainly more valuable to get info and above all advice from a live person who's been there before. As for getting advice from peers, again it might work among older teenager who have had at least some sexual experience, but not much help among uninformed peers. Irresponsible to offer young women advice ? I can see who would answer yes to that. The debate as been done. To me common sense must prevail. If there is danger ahead of you on the road, there are warning signs. Dangers that young girls face are unwanted pregnancies and STD's. To safeguard them from those dangers, some parents keep a tight leash. Others educate their children and rely on their judgement. It is best to consider that teenagers have a dying curiosity to discover about sex and that a large percentage of them will have minimal to extended experience. Youngsters are better off being warned of the dangers ahead. Do you want your under-informed daughter to have unprotected sex or do you want her to have the wit to dictate the use of a condom ? Abstinence is not an option for the majority so choosing this as an answer is slipping away from common sense. Finally, at whatever age, you're also right to say that if they can handle a computer and internet, they're old enough to know. If they come on YA to obtain answers, it may be that parental guidance is inappropriate. Or they may be too shy to raise the matter. Or some could just be having fun. But others will read the answers too and if they are appropriate and informative, they will benefit more people.

You know, I felt like a pervert even reading this question but I have a response...
While stationed in Japan I have heard this mentioned. There are things that we find "Taboo" that is the norm in their culture. It is not unusual for the whole family to soak in a hot tub in the nude. I imagine this might be normal for some folks here in America as well.
Like I said, I've heard this mentioned and there might be some truth to it.
