if i had already tipped and payed for the entire tatt when i got the outline done when i go back to get it filled in should i tip him again?

In my studio, the artists don't ask for the entire amount up front if they are only doing the outline in the first sitting. They generally collect for each sitting and most times there is a tip involved.

In your case, I think you did the right thing by tipping up front and your artist will very much appreciate a modest tip upon completion of the work. It is a generous gesture if you feel it affordable for you to do so.

its totally upto you. the idea of a tip is that little extra thank you for doing a good job and giving you a good experience. if you like the work he does this time then you should tip them, if they give you a bad experience just pay them what oyu owe.

Yes you should tip him the second time.
Look at it this way you tip when you ate at the resturant the first time you went there and you would the second time to. Your tipping for his good work and services

Yes to both because they are both time consuming. The only time I wouldn't tip, is if I didn't think they did a good job, or were rude to me.

my rule is: if you don't know how much to tip, tip extra. if you don't know whether to tip or not, always do.
