There are two ways to accomplish things like this. Either stick or a carrot.
Punish the people that throw recyclables in the regular trash. Punishment does not have to be severe. It can be as simple as not picking up their trash for two weeks.
Alternative is to reward the people for recycling. For every pound or a can full of recycling, give them a gift. This gift can be a small one, but has to be a little bit personal.

Money always talks the loudest to most people. Change the CRV (California Redemption Value) on a glass or aluminum container from four cents to five dollars and I will guarantee that virtually no aluminum cans or glass beverage bottles will find their way to a landfill (at least, not here in California). Consumers would pay more up front for the drink, but they can get their money back by returning the container, so they really can't lose (although some of the homeless might need to find a different source of income).

If some money per piece/pound were offered, I'd make more of an effort. When it is free and easy to throw stuff in the trash can and the trashman picks it up, why would someone want to use gas and time to put stuff in the free rcycling bins. I try to recycle all of my paper, but my husband thinks it is a waste of time.
It is a tough thing!

Charge them by the garbage bag. My trash company allows 3 per week. I get charged for more. I recycle! It would also help if recycling was free,and a truck would pick it up for nothing.

PERHAPS, if you calculate the Miles you drive to Recycle Certain Products, you WILL FIND that your Efforts = then have = A NEGATIVE PRODUCT EFFECT = on your Recycling!

Show them it is easy and cool! Use leaders/celebrities/ cool people as examples, showing others they recycle and care about the future of our planet.

Slowly (but exponentially) cut down on their ability to make garbage. For example:
In 1990 you can have 5 bags of garbage for pickup.
In 1995 you can have 4 bags of garbage for pickup.
In 2000 you can have 3 bags of garbage for pickup.
In 2003 you can have 2 bags of garbage for pickup.
In 2006 you can have 1 bag of garbage for pickup.
