Taiwan, or the Republic of China, is a de facto country that is only recognised by a handful of rather insignificant other countries. Despite most people on the island identifying themselves as Taiwanese, the country is not internationally recognised. Long story, and to talk about it will only generate fireworks.
Spain probably has some kind of pseudo-embassy in Taipei, not called an embassy but with similar capabilities

Taiwan is a part of China, therefore, Spain would not have an embassy in Taiwan. It would be a disastrous move by Spain to set up an embassy in Taiwan...piss off China for an island?
China also includes Macau and Hong Kong; they used to be colonized by European imperialists, but they were (rightfully) returned. The Chinese government (in Beijing) gives them more autonomy though.
