Allows me to make certain parts of a picture black and white, and certain parts color. Must be free download, and also, don't say Microsoft Digital Image, when I download it, something screws up. Any others?

Picassa isn't bad, although I dont edit photos much, when I do I use this, its even got touching up, red eye removal, filters, etc

try the program called gimp it is great. I don't know for sure whether or not you can do that exact thing but it is free and it can do just about everything adobe photoshop can do.
