We had trouble with our chihuahua also , just pick her up take her with you and the first couple of times stay out there 20-30 minutes if you have too but dont go back in till shes done. Take her out 2 -3 times a day everyday so she gets used to going outside .Also keep an eye out under your bed because they love to do their bussines under beds for some reason . Make sure she pees and poops outside because if not she will save one or the other for inside . Good Luck

It may take some time to get this nervous dog to settle down. Continue to be kindly and soft spoken to build confidence. Some dogs only require a slight raising of the voice for punishment. When you can pick to dog up perhaps carry it outside and stay with it until it wants back in. If you can live with the intensive confidence building routine you will have a nice pet.

My chi is not too fond of going outside either -- not going potty, but simply GOING outside. I think it's cold for them. You could try putting a sweater on the dog or some booties (I can't find booties that fit).
Every morning my Westie-x encourages the Chi to go outside, but most often the Westie bolts through the door and the Chi gets to the screen and turns around as if to say... no way. I just say... come on Foxy time to go outside in an excited voice and as soon as she's done doing her excited circle dance she'll go out happily. Sometimes we do have to pick her up and physically put her out. Chi's are known to be strong willed (stubborn).
Just be consistent. She'll get it. *whispers - it's purebred not purebreed for future reference*
Good luck!

Chihuahuas are little. The world is big. Maybe she sees that and it makes her nervous. She may have also had bad expiriences when she goes outside. I used to have a dog that hid behind a door when it stormed because when he was a puppy he got kicked outside for having an accident, and his owner didn't let him even though a huge, and horrible storm was raging outside.

I put some of my chihuahua's poo in a litter box and some adult male urine. Litter box training worked until the dog settled in and gained trust. Have a nice day.

maybe your dog hates to be picked up?
I'd take him/her out with a collar and leash.

huas are naturally lil scardy cats, peeing is a nervous response. make sure to approch her slowly. avoid picking her up untill she is good and used to you. just take things slow and it should all work out. good luck
