Make sure you're getting plenty of Omega 3 fatty acids in your diet! You can't make unhealthy hair healthy again by doing something on the outside.
Try not to abuse your hair so much - by blow drying, coloring or perming too much.

First, you should not perm your hair if it is so damaged. You will only ruin it further by the chemicals. If you want to straighten your hair, make sure that your straightener is a good-quality ceramic straightener, and don't turn the heat up too high. A spray on/leave in conditioner is a good idea to use. Also, if at all possible, don't wash your hair every day. Make sure you condition your hair. Garnier Fructis Sleek and Shine shampoo and conditioner helped my hair, and they're pretty affordable. You can also buy a hair serum. If you do, this will reduce frizz, and you only need a little bit to make your hair look better. Still stuck? A good haircut can get rid of some really damaged hair, and you can always grow it back if you want your hair longer.

Don't blow dry. If you MUST blow dry, use a diffuser. Don't use a curling iron, straightening iron, crimper, etc. Basically anything with heat is terrible for your hair. Perms and coloring are also bad.
Get regular trims to get rid of split ends as soon as they occur so they don't split further up the hair. Use metal-free ponytail holders, and never use rubber bands.
USE CONDITIONER EVERY TIME YOU WASH. DUH.
And realistically, hair is dead. Your current hair is damaged and you can't "fix" it. Some really heavy conditioners and treatments will smooth the hair follicles back down with oils and wax, which can make it look better, but it's not actually fixing any damage. You'll have to wait until your hair grows all the way out to get totally healthy hair again, and if you don't take care of it as it's growing, the new hair will be just as bad as the current hair.

The best way to treat split ends is to get your hair cut every six weeks. Even if it is a millimeter. It will keep the ends from further splitting. Also, lay off the styling chemicals, such as perms, straightners ect. I always heard that switching shampoo and conditioner brands after every bottle helps too. There is always intense salon conditioning treatments that a salon can do. I don't know how expensive they are though. Give it some time and be patient, it will get better.

Trust me, this works. First thing if your hair is dry you should not be shampooing everyday. Shampoo and conditioner Monday and Thursday (or whatever two days works best for you) and just wet and conditioner the other days. Aussie moist shampoo and moist conditioner are excellent. One night a week use the Aussie three minute miracle.
This would probably work with other brands, but I have tried a bunch of them and have never gotten the results that I get with the Aussie products.
Good luck, I remember how it felt to have dead dry hair. If I scrunched it I could almost hear it breaking like hay or something, now it is healthy and finally grows. Last year I even donated 12 inches to cancer patients.

I had the exact same issue, I didn't really like my hair, I got it rebonded three times, and I was going to get it permed a while ago, but the salon said my hair would go awful if I did. They said I needed six months of treatment first. So now I'm well on my way to silky hair again.
First I just washed my hair, then I put in Frizz-Ease's Anti Frizz leave in conditioner. I know that our hair isn't frizzy, but it helped me with the dryness a lot, the frizziness kind of stayed haha. Anyways, my mother also suggested I go to the hair dressers once a week and get a cream bath done, that basically is revitalising your hair and it really works. I've gone two weeks in a row now and my hair is becoming really smooth and how I wanted it to be in the first place.

Hey been there done that, and it can get expensive! Go to the ice-box, get your mayonaise or salad dressing, take a good hand full work it thru your hair, wrap in some plastic, leave it own for an hour while you soak in the tub., shampoo and rinse, and girl it leaves your hair in good condition. Another way is to rinse your hair in beer, the smell leaves, but it the malt in the beer that leaves your hair shiny and soft. You can do this a couple a times a month, and its pretty cheap too. When I say a beer, I mean a 12 oz can if your hair is short, and probably a couple if its long. Good luck, and get regular trims, ok?? Good luck!!!!

Drink plenty of water and take vitamins this could be a inside thing going on. On the other hand use a moisturizing conditioner and a hair oil, get your ends clipped once a year oil your hair with a liquid oil not base. MOISTURIZING CONDITIONER, NOT ANY CONDITIONER.

One day I took olive oil and put a hand full on my hand a rub it on the ends of you hair, rap it in a sandwich bag and leave it for a hour. then wash it out!
