stop loaning her money until she pays it back.
tell her to get a job and pay for her own things.
ask her for 20 bucks, dont pay it back, and ask her how it feels.

Ask her when she can pay it back, then give her that deadline (that she picked, herself) and tell her if she doesn't pay it back this time there will be no more loans. We have had to borrow money from our family from time to time, and we always have the best intentions about paying it back, but sometimes it takes a while, because we are below poverty level and I am in full time school. But when a relative says they must have it back or can't loan again, we are sure to scrape it together for them first.

Stop giving her money and let her see just how hard life is when she has to stand on her own two feet. She'll never change because you keep letting her walk all over you by continuing giving her money whenever she asks for it. When she makes a comment about her older sister borrowing from you, simply point out that she (the older one) keeps her word and pays the money back without a fight, that is way she can borrow because she has shown that she is responsible.

You need to stop loaning her money unless it's a necessity. Second, she does not need to know that you are lending your other daughter money. It is not a requirement that you continue to help your child unless they really need it. Somehow you need to get through to her and one way is to again, stop. Make sure though that you do not throw into her face that her sister always pays you back, that will just make matters worse. Tell her that you cannot continue to loan money unless she pays you back when she says she is going to and stick by it. Keeping your word, will help her to realize how important it is for her to do the same.

I would stop loaning her money - or set her up on a plan that meets your expectations and make her follow it. Every individual is different, and will treat responsibilities differently, so don't compare your daughters on that. Just set up a plan and stick to it!
