Contact his commanding officer... BAH is intended to provide housing for his dependent's, your not divorced so you are entitled to it, and they will normally force him to pay you through an allotment in his pay especially with an 8 month child involved... That is a dirty thing that he did.. good luck with this.
Also try to contact the legal office on base.. It doesn't matter if the note is notarized, BAH is to provide living quarters for you and your daughter, not for him to put in his pocket.

You need to hire a family law attorney and would probably have to file contempt charges against him in civilian court. The Army isn't going to get involved. This is a private matter between you and him. If you get a court order, The Army will enforce it. But it won't help you get it.

Call his Commanding Officer. From what I remember when someone else got divorced they had to pay the entire amount of BAH until they divorced.

Is the paper he signed a court order? Or, if not, was it witnessed and notarized? If not you're SOL!! If it's a legal document, contact his Commanding Officer through his First Sergeant. Believe me, the military will make him pay up.

dealing with the military for 3 years now you need to go and contact jag, the commander and everyone else will just get on to him or could be covering for him. Jag office should be on the base he is located. Tell them the dilema and they will take care of it.. if anything they will sue him for the money and you will get it all. Hope I helped.

You are a POS... even if you are right... MAKE YOUR OWN MONEY!!!... nice time for a divorce b**ch.... get off your *** and do something besides trying to take the little money that man gets.. it happens to too many soldiers while they are out there... He doesnt have to give you anything... only a place to live and enough money to put something in your stomach(food) about $150 a month...if you choose not to live there.. its not his problem...
