Great question! The reason is that fresh vegetables spoil and not all of them are able to be sold. The consumer is passed on the cost of the spoilage. Frozen vegetables do not spoil and this is the reason for the cost savings.

Fresh veg is harvested-stored-distributed in such a small time frame that more charges are induced for delivery.
Frozen veg doesn't have this problem as sits in cold storage for a long time before it reaches the shelves.
Apart from that, selling fresh goods is more expensive as most people prefer fresh stuff so are willing to pay more for it.

Several reasons why it costs less --
Frozen veggies are picked at their peak of freshest -- when the fields are full of fresh ones, so there's lots available, therefore they cost less
Frozen veggies are cheaper to ship than fresh -- a fresh carrot may need to travel hundreds or thousands of miles to your supermarket at certain times of the year
Frozen veggies are easier to ship -- bags can be packed on top of each other without as much risk of being crushed as fresh

Its all grown in Lithuania and the crop pickers get 1p per day.
Also, there is less waste as the shelf life is so high
All the "waste" is removed in the picking/blanching/freezing plant.
Unfortunatly by "waste" they mean the perfectly good outer leaves that are totally safe to eat but they claim we don't want to eat them..processed food has such terrible waste.
Buy your veggies from a market stall or farm gate/shop. Much better for you and your local economy.

I think it is easier to transport and doesn't need to arrive in the supermarket the very next day. Fresh stuff only has a limited shelf life.

The reaon why frozen is cheaper is simply distribution costs, if they do have more water think of it as an added bonus!
