Only US citizens can file for K-1 Visa's, it is not an option available to Permanent Residents.

The only thing you can do is wait until he receives his US citizenship, then have him file the K-1.

Or he can come to your country, marry you and file for the I-130 Petition for Alien Relative. Although the I-130 takes about 5 years for a Permanent Resident, when he receives his US citizenship the I-130 would be bumped up to a non-preference category and he would be eligible to apply for the K-3 visa for you.

Either way, it may take a long time for you to be together, you will have to be patient.

the petition for fiancee is for permanent residence. Citizenship has it's own requirements That include living here legally for a period of 5 or 10 years and taking a test in English.

If he is a legal permanent resident (has a greencard) he CAN petition for you. He doesnt need the citizenship to file for a k1 fiancee visa just legal residency.
