In England I can, and I can tell from some countries, but if you were to ask me about accents within other countries I wouldn't have a clue. But then again I used to work at a shop over the road from my parents house and people would ask where I was from because apparently I talk pretty posh, I've also been mistaken for a south african, so I guess I pick up the accents from my friends a bit too quickly.

Depends on how good you are with accents. I find it very difficult to do. I find the best way, and a good conversation opener, is to ask!
