This is a facinating piece of cat psychology in action and it entertains me every time I see it happening.
Cats are territorial creatures. When a unfamiliar person walks into their territory (your house), the cat is sizing up this strange person to decide if they're friendly or not. People who like cats want to make contact with your adorable fluff ball so they make eye contact with your cat, try to reach for it, talk to it, and so on. To a cat, all of this is aggressive behavior and more than likely fluffball will decide that spending time under the couch is called for.
People who don't like cats ignore them. If I don't like another person and I ignore him/her, I'm telling that person I don't like them. But to a cat, that's FRIENDLY behavior! So when a person comes over who doesn't like cats or who is allergic to them ignores your cat, adorable fluffy thinks that a new friend just walked in.

I've had cats my whole life and I always noticed that but didn't know why until I watched a special on the learning channel one night. Apparently cats can sense those that are allergic, scared or just don't like cats. Some say the cats want to be liked by everyone so they approach those people seeking out attention / love. Other scientists think that when they can sense not being liked they approach those people to kind of stand up to their enemies. (Cats have attitude.) The truth is no one is sure because cats can't talk and explain it to us. But those are scientists best guesses. Here's a really cool cat fact. Cats don't lick themselves to bathe like we do per say. It's a natural habit they get from their more wild cousins like Tigers and Lions. Those animals "bathe" to remove the blood and smell of their prey and house cats do the same though most never catch anything other than 9 lives.

It's all to do with eye contact. Watch ur cats reaction when you look at her (or him) If she wants a fuss she will look you in the eye and then look away. This is an invite for you to approch her and that she's not a threat. The same as she would with another cat. People that don't like cats look at the cat and then look away, in doing so they are unwittingly inviting the cat to approch them. Where as some one who likes cats will look straight at the cat which is threatening to the cat.
So if someone doesn't like cats stare them out.

because they ususally are the calmest person in the room and are trying desparately to avoid eye contact with the cat. This therefore makes them the safest bet for the cat to choose as a lap that looks good to lie on

I heard a theory that cats can feel when a person is uncomfortable, scared etc and they want to comfort them, so they feel the need to go and purr next to those people and sit close to them.
I love cats and I used to have a small black kitten that absolutely hated me. Whenever I came close she would hiss and arch her back. Two weeks after I got her I met a new man, who was allergic to cats - she absolutely adored him and would sit next to him and purr and sleep next to him - and still pee on my side of the bed!!!

Well my cat Gracie turned two confirmed cat haters into cat lovers this way.But I think that sometimes they do it to get on the cat haters nerves.Or they maybe they can sense the tension and they are just trying to reassure the person.

As a courtesy to others, cats don't usually make eye contact - a human who avoids eye contact (perhaps because they're sh*tting themselves) a cat sees as showing good manners and is more likely to go sit in THEIR lap than all the eye-contact makers calling "Here puss."

Yes, my mother in law hates cats and they always seem to want to be around her.
In fact, they were visiting us this summer and had gone to bed. Our neighbour's cat jumped in our windows (something he rarely does) and immediately ran upstairs and into the room she was sleeping in (something he had never done before and hasn't done since). It was very strange!!!

Because cats do not like strangers. Often people who like cats tend to fuss over them (come here kitty kitty), while strangers tend to ignore them. Because kitty doesn't want attention the kitty flocks to the person who is ignoring them.
