Get Adobe Acrobat. If you mean FORM, then add fields. If you mean RETYPE, then edit your original WORD document.

Use the full version of Adobe Acrobat!

I believe they also have cheaper version for basic PDF editing, and there are some other 3rd-party companies that offer their own PDF products, but I'd stay away from those. Only go with Adobe on this one if you plan on doing a lot of editing.

You will need either a scanner which will allow you to scan as OCR (optical character recognition) or software such as PDF Converter. The document will be converted to editable text.

Proofread the converted document carefully. Every little mark will appear as a tilde, and in some instances a letter or number here or there will be incorrect because of a pristine document.

I don't think you can, you need to get in contact with the person that sent you the email with the PDF and get them to re-send it in another format.
