The problem may be that you're not asking for it by a name that people recognize in your area. Fish sauce is also called Nuc Mam in Vietnamese, and you can buy it online.
Google Nuc Mam and you'll find plenty of places to order it.

I don't like fish sauce so I simply omit it. Most Asian dishes have plenty of other flavorful ingredients like garlic, ginger ,sesame oil, that I don't even miss the fish sauce. You should however find it in the Asian section of your local grocery store.

Try substituting a little light soy sauce instead. They're not the same, but they are similar enough to use in a pinch. Mix in a little dab of anchovy paste with the soy and you'll have a decent enough approximation.

You can substitute soy sauce - it's not the same taste, but they both are salty and Asian and it works OK. If you're cooking for a vegetarian, you would substitute soy sauce (vegetable-based) for fish sauce (made from fish).
