Yes, voodoo really exists. It's an animist religion which is practised in the African countries located around the Guinea Gulf, mostly Nigeria, Benin and Togo. People believe in several gods and goddesses. They use all kinds of magic rituals, sacrifices of animals or even human beings, young girls and even babies in order to get the gods's favours.
At the time of slavery, slaves would be taken from these countries to America and Antillas. They made voovoo survive in Haiti (where this religion is still called voodoo) and in Brasil (were it took the name of "macumba" or "condomble").
I do advise you to forget about your idea to find somebody who does voodoo at low cost, even for free.
Otherwise, you can ask Nigerian people, especially of the yoruba ethnic group, if you have some in your place.

Well, there is a religion (variously pronounced) often called "voodoo" which is actually practiced. It's ancestral religious system of worship and ritual, but it's probably not what you're looking for.
The use of the phrase "someone who does voodoo" suggests you're looking for someone to perform a ritual. I'm going out on a limb and guessing that you're looking for someone to stick pins in a doll. That's a form of magic called "poppetry" and is more likely to be practiced by a Wiccan. I've attached a link.

The answer to your first question is "yes" and "no." Voodoo is real and it's also sorcery, spells, concoctions, and the worship of evil spirits as well as tricks and mind games that aren't "real" at all. There is real power outside of God, yet it pales in comparison to God's power, and he warns us to stay away from all such things.
Don't mess with voodoo.

Look at Haiti. Haiti, along with Cuba (the home of Santeria) is one of only two third world countries in the Western Hemisphere. Haitians live in poverty and disease (including AIDS). Does it sound like it works???
There are plenty of people who will gladly relieve you of your money and tell you they can do Voodoo.

It is real, and very few people who practice it do anything bad because they believe it will come back to them. We watched a great video on it in my class, and they explained that it is stereotyped wrong. They make mojo bags, they burn candles, it's very similar to Wicca actually from an outsider's point of view.
