Commonly, an unneutered make will whine any time the is a female in heat within a few blocks of your home. Neutering will certainly fix this, although, if he is over 2 years old, it may take a few weeks for the hormonally caused functions to desist..

How old is your dog? could be a ***** on heat nearby or could just want attention, neutering may help. my German Shepherd whines all the time for attention, we've learnt to just ignore him now, he soon gets bored

when my ***** was in season a few weeks ago my dog went mad,all day and night he was howling and barking, hes 9 and still a virgin so i had lots of sympathy for him,my husband suggested a doggy *ank but i wasnt having none of it,you may have to put up with him at the moment then if you dont want to breed him take him to the vet and do the deed, good luck.

It sounds like another form of dominance, my spaniel does it too; the little sh1t.
Tell him no and take all the usual actions to stop this behaviour such as taking back toys, moving from where he is sitting, going out doorways first.
OOH, make sure he isn't ill first

He could be picking up the sent and getting whats the word excited.

Neutering could calm his behaviour.

Probably because your dog wants attention. My dog howls because he wants me to play fetch with him.
