Give her two (seriously NO MORE than two!) dried pitted prunes or a small 4 oz glass of prune juice. At age 7 she'll probably hate the juice so try getting some pitted prunes nice and cold. They have a chewy texture then and taste a bit more like candied plums than slimy prunes.
Oh yah, and she's too young for laxatives!

Rather than laxatives, you should try mineral oil and prunes. The mineral oil is taken by the spoonful and makes the digestive tract very slippery (give her one tablespoon and if it doesn't help, give her another after an hour or two). Remember, if she is already constipated, the bowel movement is already hard and you can't really make it soft now. You just want to facilitate evacuation. A nice warm bath and some physical activity (if she's not in alot of discomfort) would be helpful as well. It will also take her mind off trying so hard and reduce her stress.
You should avoid laxatives because they can actually contribute to constipation, making a vicious uncomfortable cycle. Of course, if she seems to be in a lot of pain without any progress, you should take her to the doctor.

Prune Juice. Apple Juice. Oatmeal.
Have her stand on the toilet seat and squat down from there to try to go. It opens the area up more.
All else fails, she should go to a dr to get a suppository. Not fun, but might end up necessary.

Glycerin suppository can be picked up at a drug store.

While an enema will help add moisture to the probably hard feces, you should consult a doctor before you do that for younger children.
