It is the world's oldest profession for a reason. There is a supply, and there will always be a demand. It isn't just the military though. During the World Cup this last year, some 4000 prostitutes were "flown" in to cover the demand.
Also, laws in other countries regarding prostitution are different. In Korea, for example, it is legal. In Japan, it isn't legal, but it is also not enforced in anyway.
In reality, there is nothing that can be done about it, it will always be out there in some form or fashion.

That situation has been going on from the first time a government sent an army away from home. Young men, testosterone, money to spend,...all a formula for prostitution. In regards to the US military it is actually less of a problem now than it was years ago.

Young men with very high libido and young women urgently in need of money. Supply and demand pure and simple.
The women flock to U S military people because they are well paid and have lots of free time. When the Navy pulled out of Olongapo, PI back in the early '90s the girls went to Indonesia and plied their trade to the Oil and Gas workers who were even better paid the U S Military folks were.

Money mostly. There are a lot of guys away from home, many for the first time. They sometimes need a little female companionship, and these girls take advantage of that. There is a lot of money to be made in prostitution and girls are plentiful. Pimps see an opportunity and grab it. As long as there are girls willing to sell themselves, and guys willing to pay for it, prostitution will flourish.

The host country costumes and laws are different. Their view of prostitution is different than in Chicago, IL. Also, there is a market with a demand to meet.

Because prostitution is legal in those countries, its not like most of them are out there raping people. The people there need the money, and its legal.
