you can call your phone company and tell them you want to block so-an-so number (his house,cell and any other number he has called you from that you know of) and tell them that when he calls the caller ID say private and that you also want to unblock any block(private) numbers than cal you.
If that doesn't work change your number, or tell you x to f$@K off!

Don't answer his calls. It's that easy. If you keep answering his calls "in private" then, maybe you should rethink why you keep answering his calls.

if you know his number then call him private. give him a taste of his own medicine. good luck. if you get to annoyed change your number and don't give it to anyone who knows him.

Tell him you don't want to talk. And then simply hangup on him. Eventually he will get the message.
