That is a personal choice that no one can answer for you but you. What you really should look at is the credits that you earn and how many will be transferable to various colleges.
For ex: You don't want to earn the majority of your credits here , get close to completion, then your husband gets transfered. Now you find another college at the new base... only to find out that they will accept less than half your credits. In this case, you may be stuck taking classes over again at the new college because they didn't want to accept some of the previous credits.

It would obviously depend on what he is interested in too.
Avoid majors like social work and things that dont pay much.
He also might consider a job where he can (clept) some credits.
i dont recall what clept (toffell?) stands for but I thought that military people could use their experience for college credits.
When someone in the military gets an mos, some of the mos' have a list of college equivalent credits.
GOOD LUCK to you both (military wives have jobs nearly as hard as the men that they support!)

From what I have seen something to do with teaching works out well. I had a couple of teachers in high school whose husbands were rotating through a local base. Also, something medical. There is a huge demand for people in that field all over the US.

You should be able to stay 2 to 3 years in one place. So you are looking at one or two changes. Accounting, education, engineering are all excellent fields. Nursing is good but the work hours suck.
