Jesus gave a parabel on it. The hard heart is the most difficult. Also the one with many weeds sown also.
The heart that has good seed sown in it is easiest to reach (with not too much bad seed). The Good Seed is the Word of God. The bad seed is of the Devil (slanders, lies, false accusations, critical / judgmental comments, etc...)
Well a heart that is cultivated that can grow the good seed. It has to be softened by Gods love or love from others.

The heart easiest to reach is the one that is the hardest to get to. Humbly and with faith and with the grace of God. And even the one that is the hardest one to reach is the most important. Easy or hard, to reach any heart is reachable.
