Yes you can... and the reason why it's easier to flirt by text is because people tend to say things they normally wouldn't on the phone or in person. And whats left are only visuals of the person saying things or doing things.
Even shy people can voice how they feel without worrying about it to much.

Definitely. What ever you say in person can be said in text messages or emails. I still flirt with my boyfriend via email.
