This is the Love mentioned n 1 Corinthians 13:13 which is greater than faith and hope.
Here the word is a·ga′pe, the same one that the apostle John used when he said: “God is love.” (1 John 4:8, 16) This is a love guided or governed by principle. It may or may not include affection and fondness, but it is an unselfish emotion or feeling concerned with doing good to others regardless of the merits of the recipient or of any benefits accruing to the giver. Love of this kind caused God to give the dearest treasure of his heart, his only-begotten Son, Jesus Christ, “in order that everyone exercising faith in him might not be destroyed but have everlasting life.” (John 3:16) As Paul so well reminds us: “Hardly will anyone die for a righteous man; indeed, for the good man, perhaps, someone even dares to die. It means that God loves you sooooooo much that He sent His Son, Jesus Christ, to die on a cross to save us from sin. And whoever believes and accepts Him (Jesus) as His Lord and Savior, will not die and go to hell, but will live forever in Heaven.
John 3:16-18 (The Message)
This is how much God loved the world: He gave his Son, his one and only Son. And this is why: so that no one need be destroyed; by believing in him, anyone can have a whole and lasting life. God didn't go to all the trouble of sending his Son merely to point an accusing finger, telling the world how bad it was. He came to help, to put the world right again. It's a message of love. John 3:16 states that God loved the people of the world so much that He sent His only Son into the world to be born of a woman and to die in our place so that our sins would not be held against us but we would have access to eternal life with Him.
ANYBODY who takes Him up on this contract can have this....that's what the "Whoever/whosoever" means.

John 3:16 “For God loved the world so much that he gave his only-begotten Son, in order that everyone exercising faith in him might not be destroyed but have everlasting life."
John 17:3 "This means everlasting life, their taking in knowledge of you, the only true God, and of the one whom you sent forth, Jesus Christ."
In order for anyone to gain that everlasting life is to take in an accurate knowledge of truth. We can't pick and choose what we like or dislike in a worship. We must be total obedient to God and to his son Jesus Christ or else everything we do is in vain. Faith alone without works is not acceptable to God. Once we have the accurate knowledge of truth, we need to follow Jesus' commandments go and share the good news to everyone. When Jesus was down here on earth, he and his disciples preached the good news from city to city, town to town, house to house, etc...
Matt 28:19,20 says: 19 "Go therefore and make disciples of people of all the nations, baptizing them in the name of the Father and of the Son and of the holy spirit, 20 teaching them to observe all the things I have commanded YOU. And, look! I am with YOU all the days until the conclusion of the system of things."

God so loved the world He gave his One and Only Son Jesus to die for our sins in our place so we might have eternal life in Heaven and be brought back into the spiritual relationship mankind is supposed to have with God.
As for why people hold that up at football games.............there are a variety of reasons.
Some are well meaning Christians hoping that someone will read their sign and believe in Jesus.
True football fans hold it up to support their teams. This verse it the "one verse says all" line and if your team is in connection with this verse then your team will somehow be the best. The Amen. The butt-kickers of your inner state rivals. etc etc etc.
Stone Cold Steve Austin from the WWE used to have shirts with Austin 3.16 as if what he said was the final word and that's all that mattered.
we live in a crazy world don't we?

God loves the whole world, even when we chose to turn our backs on him and sin. But because of His great love His Son Jesus died on the cross and paid the price that we could not pay so that we can be saved and live eternally with God. God does not want us to be seperated from Him, however, because a Holy God He cannot stand in the presence of sin, so He had to send His Son who is the spotless lamb of God so that we can be forgiven.

This is what the bible says. Who can save you on the football field I do not know. Actually that is probably what they mean:"nobody buty Jesus can save you from our team"

That God loved us so much that He sent His son, Jesus to die for our sins. That if we trust and believe in Him to have control over our lives we will not die but we will spend eternity in heaven with Him. They put up the signs to be a testimony to other people--to expose people to the scripture. And I'm sure God is pleased.
