Seven million UK residents are functionally illiterate, according to government figures. Another problem in the developed countries is the rise of secondary and tertiary illiteracy in recent years, i.e. the complete or partial loss of previously existing reading and writing skills due to lack of practice

Literacy rates are measured officially by country, i.e. England, Wales, Scotland and N.I.

In England alone, 3.5 million adults do not have the literacy skills expected of an 11-year-old, 600,000 of whom do not have the literacy skills expected of a 7-year-old. In Wales the statistics are 324,000 and 54,000 respectively. 800,000 adults in Scotland fall into the latter category.

The Adult Literary Survey of 1998 concluded that:

"Across Europe around 10% of the population falls into the low skills category; in Britain the figure is over 20%: eight million people are so poor at reading and writing that they cannot cope with the demands of modern life."
