From Iraq, the bodies are sent to Germany, then from there they are flown to Dover Air Force Base in Delaware (not Maryland). where they are taken off the planes by a representative of all the branches of the service..(thats why there are US Army soldiers stationed at Dover, they are an Honor Guard for just that purpose). From there, the families decide where they are to be buried.
Very few actually get buried at Arlington National Cemetary, as it is overly crowded, if the families do not have a specific place they would like the burial, the military will bury them at the Veteran's Cemetary nearest their home.

They may go either straight from Iraq to German to Dover or from Iraq to Kuwait to Germany to Dover. In either case Dover is the place where the body is prepared. Germany is just a stop over and the combat zone evacuation points just do some prelim crime scene type work and collect and inventory personal effects.
I flew on two angel flights out of Iraq that were taking deceased troops back to Kuwait. I also did some support work for the Theater Mortuary Evacuation Point in Kuwait.
At each point along the way the remains are treated with respect.

Usually, the remains are sealed in a casket and the casket is draped with a U.S. flag. The caskets are then flown via Germany to Dover Air Force base in Maryland.
The families then can ask for the caskets to be released to their own morgue for burial or the soldiers can be buried at Arlington National Cemetery if so desired by the family.
Unfortunately, we've had over 3,000 U.S. soldiers (Army, Marines, Navy,Air Force) killed in IRAQ.

My daughter flies medical evac, and has (and is) making those trips on a regular bases. They are first flown from Ballad AB Iraq to Ramstein AB Germany. Then they are flown from Ramstein AB to Dover AFB Dover DE where the remains are prepared for burial. They then will be escorted to their final resting place.

Usually they have a viewing at the hanger where the plane lands, then the body is given to the family. That's what I have heard.
