Has anybody thought of going back to commercial naval shipping which can save millions of tons of oil annually

if you mean go back to sail power. LOTS of people have looked at it.......web searc DynaShip for example,,,,,,,,but it comes to naught beccaues the world supply chain is now so interdependent that you cant take the time to sail containers from here to there......a mid sized container ship now carries 6,000 ( yes, six thousand) 20 foot trailers at 24 knots from say, China to Long Beach...and Long Beach handles 1,000 such ships each year!
