OK..do you know what a pair of skates..are..yes roller skates...in olden days..before roller blades..they would sell adjustable skates..that would fit more than one shoe size..you placed these skates over your shoes..and locked them into place using a skate key..so if you lost the skate key..you couldn't change the sizes..now you know and it useless I know ..but you asked..

old skates from the mid 40's on use to fit over shoes and a key was used to adjust the size.........

a key to tighten your skates......I have one from when I was about 8

when i was younger we had skates that would clamp on to your shoes and the skate key was used to tighten the clamps. i hope this was what you were referring to
