the teacher sits on her computer the entire period and plays games. Doesn't make it clear when to turn in homework and additionally, Spanish is not even her mother tongue. She doesn't make it clear what we have to know and last time I was in her class, we focused more on bookwork that actually being able to understand and speak the language.

You don't have to let your teacher prevent you from learning Spanish. There are many resources where a diligent person can learn Spanish in the United States. One thing that helped out my listening comprehension immensely was watching the news in Spanish every day. At first I had a very difficult time figuring out what they were even talking about, but after a while I started to understand the topic of the story, and after a while longer I started to be able to follow what they were saying and catch the main points. You can also have access to many other Spanish-language materials to read and view at the local library and even in the community. In fact, many communities have need for helpful people who know Spanish who can serve as volunteers in schools and community centers. That would certainly help your speaking, and Spanish speakers are usually pretty tolerant of people who are learning.
You could also start a Spanish club among the students at your school where you learn more about Spanish-speaking cultures and speak with each other in Spanish.
By the way, it's okay to learn a language from a non-native speaker; non-native speaker teachers have some advantages over native speakers. Many people who teach languages at the secondary level were never trained to teach language and therefore feel frustrated because they don't know what they're doing. Is it possible that this is the case with your teacher? The major professional organization for Spanish teachers is ACTFL, the American Council of Teachers of Foreign Languages. Hopefully, you can help your teacher to get in touch with this organization (very diplomatically, of course).
Happy language learning!

I'd love to help you, but you haven't told us what your problems are with the teacher or with his (her) class. Is the teacher's Spanish not up to par? Does the teacher just play games all the time or "just talk", and not really give you any meaty lessons? Are you not challenged enough in the class? By the time you get to Spanish Four, you are probably going to be in class with serious students who want to take Spanish, so motivation shouldn't be a problem, and neither should there be a lot of classroom behavior issues by this level. Give us some more information so we can assist you further.
