As with any produce, garlic should be as fresh as possible. Garlic dehydrates with age, which actually reduces its potency.

I don't think that's necessarily true. I think it has to do with the type of garlic first. Then I've always thought the smaller and fresher the head of garlic, the stronger. Older garlic starts to grow, making small very bitter green shoots inside each clove. You can remove those to get rid of the bitter taste.

as garlic ages it loses moisture, concentrating the flavor, but it is also alive, so the flavor changes as well, becoming sharper and more sulferous. fresh dug garlic is the best by far, it is sweeter and cleaner tasting. lok for heads of garlic with tight skin, and firm plump cloves. it should be heavy for its size and should have NO green shoots or mould spots.

No it is not true. Garlic will lose the moisture and oil that it has and it will dry up. It is no good after that. Fresh garlic is always the best garlic.
