How about having a grooming contest? Randomly select horse and participants and see who can groom the quickest, quantity of filth, and the safest.
Create a relay race. that includes putting something on a barrow, and the next person has to pick it up.
Or who can knock down, or set up, the most barrows in a set time.
Or play catch with a beach ball on horseback.
Or follow the leader in an arena through a obstacle course.

well if there children i would suggest pony rides and maybe bring in a specialist and talk about horses. also you can have things like "how to saddle a horse" and stuff. and were is this festival gonna be caus it sounds like fun.

Barrel racing and pole bending are the common standards. If you have enough room you might try a pony express relay race. Also, stupid horse tricks are cool.

I saw this "activity" once in Tijuana that involved a donkey & a girl!!! It got a lot of attention.
