There is no such language as Pakistani. That would be like saying Australians speak Australian. As it is not written in the original script, it is hard to say because languages like Urdu (spoken by most Pakistanis) and Hindi (spoken by many but not all Indians) share many words when written phonetically. Bear in mind that there 23 official languages alone recognised by the Indian constitution.
That phrase is most likely Urdu but it could well be Hindi and maybe even Punjabi.

This is Hindi and the translation means "First hold it in your hands then put it in your mouth" I just translated it. I think this may be a bit rude !!
