Here are a few of my favorites:
Chincoteague, VA - there's wildlife and a beautiful, undeveloped seashore on Assateague island, and some great seafood in Chincoteague. Not as expensive as VA Beach or Ocean City.
Harper's Ferry, WV - history, scenery, rivers, mountains: there's something here for everyone. The town is gorgeous, and there are plenty of outdoor activities to try: biking, hiking, canoeing, etc.
Staunton, VA - a pretty town where Woodrow Wilson was born. The Blackfriar's Playhouse is an incredible theater specializing in Shakespeare. You won't believe there's a live theater of this caliber operating this far away from a major city. Very entertaining.

In VA it depends on what you like. Williamsburg is good for a history buff (and is actually interesting for the non buff...but make sure you get the pass to see the exhibits, it is much more interesting than just walking around the town), The whole Hampton Roads area (Norfolk, VA Beach and Chesapeake) has a lot to do during the summer months, most of it is free or reasonably priced, the Eastern Seaboard has the Assateague national park with wild ponies and is a pretty good getaway for romance (since there isn't much else to do) Have fun!!

We just went to Colonial Williamsburg for a few days and it was nice. Also, depending on the time of year Shenandoah National Park lodges are nice too - beautiful views and very relaxing. I've heard Annapolis is a nice weekend getaway but we have not had the chance to try it yet.

Virginia Beach is a very fun place. It is on the beach and only five minutes away from Norfolk. You can have a beach town and a huge city all in one....

Go to Virginia Beach. It definitely won't be expensive, but you can still see the ocean
