I sometimes fish the clinton river and want to catch a fish off a topwater in the river, but the current is fat and i dont know if it would work. Any advice?

Sometimes, fish will bite at anything. But I wouldn't normally consider a jitterbug to be a surface lure for fast water. It might even flip over or twist around. How about using a lipless/non-diving/surface stick lure? Maybe the kind with a little propeller at each end?

No. Jitterbugs are a great springtime lure for ponds and small lakes. For rivers with fast currents try a jig with a 1/2 oz. head and a swimming body or buck tail. Concentrate on bends in the river and cast into the current working the bait back while letting the current carry the bait. I've found this to be especially effective on whites, hybrids, and stripped bass. Good luck.

It can be tricky if the current is heavy.

The important question is what fish are in the water? If there are Bass and heavy surface feeders down there you might get one.

There are a number of surface poppers on the market that might work better for you than a jitterbug in heavy currents.
If pulled fast or through heavy currents, the jitterbug might look unnatural to fish.
