according to an article I've read, flashing amber lights at pedestrian crosswalks mean that vehicular traffic can proceed with caution and does not necessarily mean for a car to fully stop.
However, I don't know if it applies to california.

do they have cameras installed by the pedestrian crosswalks where amber lights are flashing?

Traffic signing is pretty well uniform throughout the United States now, so any general info you get will usually apply everywhere. Amber (flashing or not) is a caution signal, but has no other effect (I don't know anything that says it means "yield").

By the way, a "California stop" is just a joking reference, not a legally permissible move in California. A full stop, when required, is the same in California as anywhere else.

Amber lights mean slow down and proceed with caution at a crosswalk. Only a red light means stop.

If they wanted the car to come to a full stop the light would be blinking amber. Beside my understanding is a California stop means not stopping but just a slight hesitation.

Flahing amber lights are the same as a yeaild sign. you do not have to stop but you must yeild to other traffic. the law is the same in all states. if it is a four way flashing anber signal then the person to the right has the right of way if you come to it as the same tme. otherwise first cme first serve on a four way.
