how long does a car have to stop when the amber lights at pedestrian crosswalks start to flash?
if the pedestrians are already out of your way and are about 5-6 steps away from the sidestreet, is it legal to go?

Technically, you're supposed to wait until they're on the sidewalk before going.

Can it be impractical? In certain cities, yes. However, cops can give you a ticket for it. Cities like Monterey Park are notorious for doing stings where they have an officer cross on the other side of the street and ticket motorists who don't stop and wait the whole time.

Legally, you are supposed to wait until the pedestrians have cleared the crosswalk. Most people just wait until they are out of the way.....sometimes just barely.

You must wait until all the pedestrians have cleared the walkway. Once they're all on the sidewalk, you can drive.

If the road is clear you can go on amber lights.
