Would the s- video/component output format match the input ie PAL in/PAL out, NTSC in/ NTSC out? Or would it translate all inputs to a standard output (PAL in or NTSC in / NTSC out)? In other words, does the multi system merely transmit its output, or it converts it?

Some clarification. If the TV (A) is connected to a PAL source, and I connect another TV (B) to the output of TV (A), will the output of TV (A) be NTSC (converted) or still PAL? Same applies vice versa for an NTSC input.

S-Video, component, etc. are just cables, they don't do any conversion. The video signal transmitted over these tables carries the timing sync information (PAL or NTSC) and the picture data.
A multi-system TV is capable of receiving multi-standard video and displaying it in native format.

Multy system TV can receive PAL/NTSC. About the output it's depend on the input and source signal.
