unfortunatley the world is already in a state where it feels that a such a system is not only necessary , but imperitive. this is the perverbial security over freedom concept and will eventually thrust the world into seeking a dictatorial solution to problems that have been plauging mankind every since time began. this system is already in place in the form of a europien government and has currently truncated over 70% of world currency in favor of its own. the answer is soon

So stated President (First) Bush. of the United States, George Bush, then U.S. president, spoke about “the possibility, for ourselves and for generations to come, of forging a new world order, a world in which the rule of law, and not the law of the jungle, governs international behaviour.”

In view of the political, economic, and religious instability that caused their vision of a new world order to disintegrate before their very eyes, some people began speaking of a new world disorder. In this development Jehovah’s Witnesses saw further proof that only a new world of God’s making will enjoy stability in human society. Yes, millions of people now base their hopes for the future upon Jehovah God’s promise of “new heavens and a new earth” in which “righteousness is to dwell.” (2 Peter 3:10, 13.) How much wiser than looking to a human new world order, which, off to a shaky start, will shortly be shaken into non-existence!—Daniel 2:44. So the nations may feel that they are well on the way toward a new world order. But when they feel that their efforts are succeeding, it will mean the opposite of what they think, for that will be the final signal that this system’s destruction by God is imminent. Remember, political negotiations and treaties are not making any real changes in people. They are not making people love one another. And world leaders are not putting a stop to crime, nor are they eliminating disease and death. So do not put your trust in any development of human peace and security and think that this world is on its way to solving its problems. (Psalm 146:3.)

"New World Order (Novus Ordo Mundi) is the term widely used by the government officials and politicians. It also refers to a conspiracy theory in which a powerful and secretive group is said to have devised plans to rule the world via a unitary (as opposed to federal) world government - or is already doing so...
New world order is an integrative millenarian theory that appears in both religious and secular versions."

Conspiracy theories aside, the thing is it's an ideal that can never quite be achieved. It represents a transition to something better, but the peak of Rome didn't know it was the "peak" until its downfall.

In the bible it is when Jesus takes his role as King of Kings and destroys the wicked and ungodly.

The earth will then be restored to a paradise and Christ's sacrifice can be applied to the resurrected one.

Though we don't know the day or the hour, we know the season.

Jehovah created the earth to full of righteous people serving and worshipping Him.

This purpose has not changed and will be accomplished.
