(continued) A PROBLEM CAUSED WINDOWS DEFENDER SERVICE TO STOP. RESTART YOUR COMPUTER OR SEARCH HELP AND SUPPORT ON HOW TO START A SERVICE MANUALLY.

WHEN I OPEN A WINDOW, THE WINDOW OPENS BUT THE GREEN LINES ON THE BOTTOM SLOWLY START MOVING AND STOPS HALF WAY THROUGH. RESTARTING THE COMPUTER DOESN'T CHANGE ANYTHING.

From the Defender newsgroups -

1. Go to www.microsoft.com
2. In the Search Window (upper right corner), type: windows installer cleanup
3. Click on the first heading, "Description of the Windows Installer CleanUp
Utility".
4. Scroll down and click on "Download the Windows Installer Cleanup Utility
package now."
5. Save it to your Desktop or any folder you wish.
6. Run the Windows Installer Cleanup Utility.
7. A window will pop up. Scroll down to the Windows Defender line.
8. Select or highlight that line (I had two such entries).
9. Click the Remove button. Then click the Exit button.
10. Go to www.microsoft.com and download and install the new Windows
Defender program Version 1.1.1593.0

It looks like you have a bad install of Windows defender. I would recommend first try removing and the re-download and reinstall Microsoft windows Defender. Be sure to re-download the application file. If that does not work, you can set the service to not start automatically by right clicking on "My Computer" and choose "Manage". Then you go to the "Services" area and find Windows Defender. Double click on the service and change it from Automatic to Manual. If you change it to Disable, it will not run at all.

The answer above is great. Just one more thing: start in Safe Mode, or you won't be able to re-install properly. Hit F8 when Windows is starting.
