From Massachusetts WasteCap:

"Recycle Your Batteries – It is strongly recommended that you recycle alkaline batteries even though newer ones can be disposed of in the trash. Although newer alkaline batteries contain less mercury than their predecessors, they are still made of metals and other toxins which contaminate the air and soil. "

I wouldn't think so, because the liquid in the batteries are dangerous to the environment. That is why you are are not supposed to touch a leaking battery with your bare skin. That is why there are some places that emphasize recycling batteries in a seperate bin.

An interesting question. Environmentally OK implies approval of environmentalists. I think that in general you'll find that environmentalists would be much happier if NO ONE (human) ate meat, ate plants, ate anything or breathed. Throwing away ANYTHING would never occur to them in their darkest dream.

Therefore, the answer to your question would have to be NO.

it would be better to try to recycle them, but i dont know if there are many places that take them. I assume they have at least a little metal in them, maybe a metal place would take them.
