I assume you are talking about one of the line scores on the ASVAB. A GT of 138 is very high. You will likely be able to get any MOS you want in the military with that line score.

What does it mean, you need to make that recruiter work to get you what you want or go elsewhere.

If I remember correcttly the GT is over the core subjects. I believe that you need at least a 125 to be an officer/WO(?). Like the other person here said, what it really means is that you are in the drivers seat.
