Can I take a 3 week course at New York University in the summer if I'm a Canadian citizen?
The school does not offer visa's and they state: "NYU does not issue I-20 forms or student visas in the summer since summer session courses do not constitute a full course of study. Therefore, you must already hold or be able to acquire a visa that will allow you to take courses in the United States."

My question is, as a Canadian, since I will be in New York only for 21 days, will I be allowed to cross the border and take this class?

Piece of cake. If you fly get a passport as you will need one beginning Jan 23/2007. If you are driving there a drivers license will do (for this year).

Easiest thing to do - call it a vacation. They won't hassle you at the border on either side.. but don't lie.

From what I know, you will have no problem.
I think you get a 60 day permit to stay if you fly and otherwise, last time I checked you had 6 months.
Wouldn' hurt to check around though.
Candadians are well thought of in the US. And they are well treated politically.
Mainly because the ASK before the come. Unlike others.
