They are a scam. The only real way to enter the DV lottery is to do it yourself through the official web site which ends with .gov , and the only time you could have done it was October 4 through December 3, 2006. If USGCS is working so hard to mislead you about their ability to help you win the DV lottery, why should they be honest about anything else?

The Department of State has already issued a warning against these companies posing as legitimate companies for the green card lottery. If it is not Dept of State or USCIS, I would stay away from them
