I am thinking in the terms of jellies and jelly sweets

Agar agar is derived from kelp and is used frequently as a gelling agent. But honestly, for jellies and the like your best bet is pectin.

I had to wonder if your question arose because you are looking to make jams and jellies with less sugar than most pectins require. If so, Pomona's Universal pectin is what to look for. It can be used with as much or as little sugar as you like and can also be used with honey as a sweetener. Hope this helps.

It looks like you're talking about McVities Jaffa Cakes, sold by United Biscuits. Their website says they are suitable for a vegetarian. They would of course not be suitable for a vegan however, because they have eggs and milk.
