I do not think so. I believe that a birth certificate is needed.

in some states yes, some states only require some form of ID and/or a birth certificate of proof of ID, it does not matter where the ID was obtained! marriage is not like a driver's license, you can marry whom ever you want, so they are not very restrictive on it, as long as you show who you are!

In the state of Indiana you can use either a id from you country or a birth certifacate from you country but it has to be translated.

You do not have to be "legal" to get married, all you need is two forms of identification. Your State I.D. or license and one other item.

well in Missouri, they can use it as a valid form of ID, but they also need to show a SSN card or sign a waiver saying that you have one.
