It should be a mutal consent agreement. That means you need to talk about it before it "just happens". If you are both interested in taking your relationship to the next level you should acutally talk about it, plan it and enjoy it. You should know what is going to happen and you should definitely use birth control. There are lots of things you can do sexually without having intercourse. maybe you should try those first.

I hope you mean he would discuss having intercourse, not just starting to move on your body?? I'm not sure what you are asking. But, it's your body, yours to give or to keep. If he took it without your consent (verbal or physical) then he raped you and you can press charges.

Since this is such a MAJOR step in a relationship with such possible MAJOR consequences, it is definately something that should be discussed first to avoid misunderstanding, hurt feelings, sexual pressure, regret, or guilt.
Personally, I say you should wait until marriage.
