If this is the case, your best option would be to contact Social Services or the Department of Child Services regarding the matter, as they know best about these situations and could provide you with the best legal information and possibly and attorney that works with the state or has worked for the state to assist you.. I think you should find a lawyer and apply for legal guardianship for younger sister. You may have to adopt her or something like that before you can become her guardian but I'm not quite sure. The best thing to do is to get a lawyer. good luck!
