As of July 2004, 21 states, the District of Columbia and Puerto Rico have primary safety belt laws. New Hamphire is the only state that has no adult safety belt law.

Just to clarify previous posts - the 21 states that have "Primary" seat belt laws means that a cop can pull you over SOLEY for not wearing a seatbelt. The other states can cite you for it provided they stop you for another infraction first (like speeding). Although New Hampshire allows adults to choose, requiring children to buckle up - or be in a car seat, does constitute having a seat belt law. So the answer is NONE. Great question!

I think New Hampshire is the only one that has a limited seat belt law. In NH if you are under 18 you must have a seat belt on. If you are under 18 and a driver you cannot have more passengers in the car than there are seat belts. Over 18 you do not have to wear a seat belt. NH also does not require a helmet when riding a motorcycle.

Guess they really take the state motto seriously up there: Live Free or Die.
Cops sit at the state lines in ME, MA, and VT and write a heck of a lot of tickets.
